Transportation Enhancements (TE)

Ten percent of the funding distributed to states through the federal Surface Transportation Program is set-aside for the Transportation Enhancements Program (or simply "TE" or "Enhancements"). The Enhancements program focuses on better integrating the transportation system with the communities it serves. Funding from this program focuses on projects that are often outside the realm of standard highway or transit improvements, including projects in each of the following Enhancements categories (click on the hyperlinked names to see a sample project that has been done in our region):

  1. Pedestrian and Bicycle Facilities
  2. Pedestrian and Bicycle Safety and Education Activities
  3. Acquisition of Scenic or Historic Easements and Sites
  4. Scenic or Historic Highway Programs, Including Tourist and Welcome Centers
  5. Landscaping and Scenic Beautification
  6. Historic Preservation
  7. Rehabilitation and Operation of Historic Transportation Buildings, Structures, or Facilities
  8. Preservation of Abandoned Railway Corridors
  9. Control and Removal of Outdoor Advertising
  10. Archaeological Planning and Research
  11. Mitigation of Highway Runoff and Provision of Wildlife Connectivity
  12. Establishment of Transportation Museums

Enhancements applications are typically accepted every two years (in odd years) through a process administered by PENNDOT and SPC. Applications are completed through an on-line form on PENNDOT's website.

Hometown Streets/Safe Routes to School

The Hometown Streets/Safe Routes to School Program is an offshoot of the TE program and focuses funds on projects that help revitalize existing communities and on projects that improve walking routes to elementary and secondary schools.

Funding Cycle

SPC does not anticipate conducting another funding cycle for these programs until at least Fall 2009. The current focus of SPC and its Planning Partners is delivery of previously awarded projects.
